The China office of PSI (PSI/China) was established in 2003. Its head office is located in Kunming, Yunnan, with a branch office in Nanning, Guangxi. Since its establishment, PSI/China has been working in collaboration with local government, Chinese NGOs and community-based organization (CBOs) to provide HIV, sexually transmitted infection (STI) and tuberculosis (TB) prevention health products, communications and services to its target groups in China.

Prior to September 2013, PSI/China will transition its operations to a local Chinese social marketing entity, while leveraging its close connections to the PSI global network. PSI’s overarching goal for the new local entity is for it to play an even greater role in addressing the key public health challenges facing China.
PSI/China seeks entrepreneurial, dynamic candidates with a belief in private sector approaches to development, for the position of Deputy Country Representative. A successful Deputy Country Representative demonstrating excellence in leadership may have opportunities to transition over the course of the coming year to Executive Director of the new local social marketing entity. A requirement for the position is Chinese Citizenship. The position will report to the PSI/China Country Representative. The location of the position is Kunming, Yunnan.
RESPONSIBILITIES: The Deputy Country Representative will be play a key role in the overall development, management (financial, administrative, and programmatic), and representation of PSI’s and the new local entity’s activities in China. This includes, but is not limited to:

Co-lead execution of a strategic plan, which guides overall efforts to deepen and broaden health impact; institutional development of the new local entity and systems strengthening; and better connecting with our stakeholders.
· Raise the performance of Directors, key managers and the teams they lead. Continuously assess progress of teams and individuals, and ensure technical inputs are based on the needs required to meet organizational and departmental objectives.
· Assist in creation of empowered, cross functional teams that understand where they are going and how they will get there, achieved through facilitation and creation of an environment where departments work together towards shared objectives with clear priorities.

Play a key supporting role in representing PSI/China with partners and stakeholders, including NGOs, the private sector, state owned enterprise, multilateral organizations, donors and national and provincial level governments.
· Play a leading role in converting marketing ideas, concepts, and theory into programmatic reality and impact with teams. Lead strategic thinking with teams through the development of actionable marketing plans for products, services, and communications, including market strategies which ensure donor resources target vulnerable Chinese.

Lead the development and overall management of program budgets, and oversight of internal controls and accountability mechanisms, to include local registration and audit requirements, including financial and other reporting as required by donors and PSI/Washington;

Oversee, in partnership with the Country Representative, recruitment, orientation, mentoring, supervision, and performance management of a qualified executive management team of the new local entity and development of capacity building initiatives to increase the skills and output of our employees;

In partnership with the Public/Private Partnerships Director, lead all fundraising activity, including shared decision making on new investments, proposal development, partnership formation and budgeting for the new local entity;

Liaise with local entity Board of Directors and PSI/Washington
QUALIFICATIONS:

Chinese citizen;
-
Significant leadership and general management experience, with a technical background in HIV/AIDS, non-communicable diseases, public health, or private sector experience preferred

At least 5-8 years of proven senior management and leadership experience, including working with a Board of Directors of a local Chinese entity;

Relevant post-graduate degree (MBA, MPH, etc.) or equivalent experience;

Demonstrated ability to attract, motivate, and build capacity of a dynamic team of professionals;

Knowledge of international development and health issues;

Familiarity with Corporate Social Responsibility, Chinese Government and international funding opportunities;

Fluency in English and Mandarin Chinese.
